By definition, sound waves need eardrums to hit for them to constitute <em>sounds,<\/em> as opposed to merely vibrations moving through the air. (Of course, I\u2019m assuming no squirrels, rabbits, chipmunks, or other forest-dwelling, eardrum-possessing creatures are present, either.)<\/p>\n<p>But a newer question, more relevant to our physical world, might be: If a tree <em>grows<\/em> in the forest and no one is around to measure it, does it capture any carbon?<\/p>\n<p>The answer might not be as straightforward as you think.<\/p>\n<figure id=\"attachment_559\" aria-describedby=\"caption-attachment-559\" style=\"width: 947px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-559\" src=\"http:\/\/research.american.edu\/carbonremoval\/wp-content\/uploads\/sites\/3\/2025\/11\/Picture1.jpg\" alt=\"\" width=\"947\" height=\"669\" srcset=\"https:\/\/research.american.edu\/carbonremoval\/wp-content\/uploads\/sites\/3\/2025\/11\/Picture1.jpg 947w, https:\/\/research.american.edu\/carbonremoval\/wp-content\/uploads\/sites\/3\/2025\/11\/Picture1-300x212.jpg 300w, https:\/\/research.american.edu\/carbonremoval\/wp-content\/uploads\/sites\/3\/2025\/11\/Picture1-768x543.jpg 768w\" sizes=\"auto, (max-width: 767px) 89vw, (max-width: 1000px) 54vw, (max-width: 1071px) 543px, 580px\" \/><figcaption id=\"caption-attachment-559\" class=\"wp-caption-text\">Image courtesy of Tiia Monto under the <a href=\"https:\/\/creativecommons.org\/licenses\/by-sa\/3.0\/deed.en\">Creative Commons Attribution-Share Alike 3.0 Unported license<\/a>.<\/figcaption><\/figure>\n<h4><strong>Let\u2019s set the stage<\/strong><\/h4>\n<p>Additionality and MRV (monitoring, reporting, and verification) are distinct concepts, but in many ways, they walk hand-in-hand.<\/p>\n<p>According to the <a href=\"https:\/\/files.wri.org\/d8\/s3fs-public\/2024-06\/measurement-reporting-and-verification-novel-carbon-dioxide-removal.pdf\">World Resources Institute<\/a> (WRI), a \u201cCDR activity is <strong>additional<\/strong> when it can prove that it would not have otherwise happened\u201d without the influence of an organized project and the credit revenues that funded it.<\/p>\n<p>Also according to WRI,<strong> MRV<\/strong> is \u201ca process for tracking the outcomes of climate mitigation activities. It includes measurement, reporting, and verification to quantify and transparently share information on the outcomes of a variety of climate actions, as well as ongoing monitoring to ensure that outcomes are maintained over time.\u201d Required to verify the delta between a system\u2019s emissions (or negative emissions) with and without the desired intervention, performing robust MRV is the only way for a developer (or country, or whoever wishes to understand their emissions) to have high confidence \u2013 and any evidence \u2013 that their intervention has removed as much CO<sub>2<\/sub> from the atmosphere as they said it would.<\/p>\n<p>Without this robust MRV, developers don\u2019t know how much CO<sub>2<\/sub> they\u2019ve removed. Without knowing how much CO<sub>2<\/sub> they\u2019ve removed, they can\u2019t issue carbon credits. Without carbon credits, corporate buyers can\u2019t apply removals to their respective carbon budgets while developers lose the backbones of their capital stacks. Without capital, projects fall apart.<\/p>\n<p>MRV and additionality today are so central to the carbon removal ecosystem that sometimes it feels like we talk about the carbon removal <em>credits<\/em> more than the carbon removal itself.<\/p>\n<p>Despite <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/oct\/06\/carbon-offsets-fail-cut-global-heating-intractable-systemic-problems-study\">what <em>The Guardian<\/em> says<\/a> (or, conversely, <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/11\/leading-scientist-says\">what it\u2026 also says?<\/a>), carbon credits aren\u2019t going anywhere. I want to be clear on that. However, I do think it\u2019s worth asking: Do we over-index on credits?<\/p>\n<h4><strong>How did we actually get here?<\/strong><\/h4>\n<p>Credits and offsets for carbon dioxide, or pollutants in general, are not new. Their <a href=\"https:\/\/interactive.carbonbrief.org\/carbon-offsets-2023\/timeline.html\">history<\/a> goes back decades:<\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>The U.S. <a href=\"https:\/\/www.epa.gov\/clean-air-act-overview\/evolution-clean-air-act#caa77\">Clean Air Act Amendments of 1977<\/a> introduced sulfur dioxide and nitrous oxide offset requirements for new and modified industrial facilities.<\/li>\n<li>The U.S. Environmental Protection Agency (EPA) ran a <a href=\"https:\/\/web.mit.edu\/ckolstad\/www\/Newell.pdf\">lead credit trading program<\/a> from 1982 to 1988 before completing the phaseout of leaded gasoline in 1996.<\/li>\n<li>The Montreal Protocol set a precedent for international emissions cap-and-trade systems in 1987, specifically for chlorofluorocarbons and other ozone-depleting substances.<\/li>\n<li>Title IV of the U.S. <a href=\"https:\/\/www.epa.gov\/clean-air-act-overview\/1990-clean-air-act-amendment-summary-title-iv\">Clean Air Act Amendments of 1990<\/a> set a cap on sulfur dioxide emissions and the EPA issued a finite number of tradable allowances.<\/li>\n<li>Using the Montreal Protocol as a model, the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-kyoto-protocol\">Kyoto Protocol of 1997<\/a> set mandatory emissions limitation and reduction commitments for 37 industrialized countries and the E.U. and allowed for carbon credit trading through flexible mechanisms.<\/li>\n<li>To implement the Kyoto Protocol, the E.U. created an <a href=\"https:\/\/eur-lex.europa.eu\/eli\/dir\/2003\/87\/oj\/eng\">emissions trading system (ETS)<\/a> in 2003; while prices remained as low as \u20ac5 in 2017, <a href=\"https:\/\/tradingeconomics.com\/commodity\/carbon\">prices have since spiked<\/a>, even briefly surpassing \u20ac100 in 2023.<\/li>\n<li>The Paris Agreement of 2015, and specifically <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/article6\">Article 6<\/a>, opened the door for countries to support carbon reduction and removal projects in other countries and apply those reductions and removals toward their Nationally Determined Contributions (NDCs).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<figure id=\"attachment_560\" aria-describedby=\"caption-attachment-560\" style=\"width: 338px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-560\" src=\"http:\/\/research.american.edu\/carbonremoval\/wp-content\/uploads\/sites\/3\/2025\/11\/Picture1-1.jpg\" alt=\"\" width=\"338\" height=\"228\" srcset=\"https:\/\/research.american.edu\/carbonremoval\/wp-content\/uploads\/sites\/3\/2025\/11\/Picture1-1.jpg 338w, https:\/\/research.american.edu\/carbonremoval\/wp-content\/uploads\/sites\/3\/2025\/11\/Picture1-1-300x202.jpg 300w\" sizes=\"auto, (max-width: 338px) 100vw, 338px\" \/><figcaption id=\"caption-attachment-560\" class=\"wp-caption-text\">President George H.W. Image courtesy of PBS News<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>It can feel like they haven\u2019t, but the agreements from Montreal, Kyoto, and Paris have definitely spurred environmental progress (as skeptical as many of us tend to be about international environmental agreements).<\/p>\n<p>However, that the storied history of carbon credits may as well be the storied history of carbon credit scandals is news to nobody reading this blog. The fact that there is now an accepted premium on carbon <em>removal<\/em> credits, as opposed to more conventional offsets for \u201cavoided deforestation,\u201d lends credibility to the still early-stage global carbon removal ecosystem. And even to those not familiar with CDR, this premium shouldn\u2019t come as a shock; while human activity has raised atmospheric CO<sub>2<\/sub> levels by <a href=\"https:\/\/keelingcurve.ucsd.edu\/\">over 50 percent<\/a>, other gases in the atmosphere still outnumber CO<sub>2<\/sub> by roughly 2,300-to-1. We really are looking for needles in haystacks.<\/p>\n<h4><strong>Is the voluntary carbon market the right way to look through those haystacks?<\/strong><\/h4>\n<p>For as much talk as there is about the voluntary carbon market (VCM) and its role in scaling carbon removal, as a whole we are missing a few key points. Marc Roston, senior research scholar at Stanford\u2019s Precourt Institute for Energy, recently went on <a href=\"https:\/\/carboncurve.substack.com\/p\/the-carbon-markets-original-sin\"><em>The Carbon Curve<\/em><\/a> to discuss his paper from April, titled <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=5224158\">\u201cThe Market That Won&#8217;t Trade: Fixing Structural Failures in the Spot Market for Carbon Removals.\u201d<\/a> He offers three core reasons why the VCM fails to function like a typical market:<\/p>\n<ol>\n<li style=\"list-style-type: none\">\n<ol>\n<li><strong>Alienability, or Original Sin:<\/strong> The VCM inherited from compliance markets the idea that buyers could purchase certificates and retire them. Under a compliance scheme in which certificates are just permission slips to emit, there\u2019s no point in keeping those certificates; they can go back to the regulator. But under a voluntary CDR scheme, credits are supposed to represent ongoing ownership. Retiring those credits absolves the buyer (and more importantly, the developer) from maintaining the project.<\/li>\n<li><strong>Custody, or the \u201cHotel California\u201d problem:<\/strong> In commodities markets (or any other market), transferability is key. Much of the value of an asset comes from the ability to move it or sell it to someone else. With CDR, you can store the CO<sub>2<\/sub>, but it can never leave its \u201cstorage facility.\u201d So, when buying carbon removal, buyers run the risk of not understanding what they own or where their assets are, and they certainly can\u2019t <em>move<\/em> their assets.<\/li>\n<li><strong>Fungibility:<\/strong> Other commodities are fungible, but CO<sub>2<\/sub> captured via some engineered method does not have the same storage timeline or reversal risk as CO<sub>2<\/sub> captured via some nature-based method. And because ton-year accounting is a \u201cphilosophical exercise\u201d more than anything, Marc offers us this: <em>\u201cIf you emit a ton of CO<sub>2<\/sub> in the atmosphere, you have an obligation to remove a ton of CO<sub>2<\/sub>. That has nothing to do with discounting, nothing to do with the social cost of carbon. It has everything to do with the confidence with which you defease the liability.\u201d<\/em><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>I agree that we need to fix these three failures of the VCM as it exists today if it is ever going to mature and function as a legitimate market. But I think it\u2019s worth considering whether it\u2019s possible to achieve some level of negative emissions without going through these growing pains.<\/p>\n<h4><strong>MRV isn\u2019t exactly free<\/strong><\/h4>\n<p>Within power generation, overall costs tend to balloon when maintenance costs increase. This can happen with newer technologies, like floating offshore wind turbines, and this can happen with older technologies, like aging nuclear plants. In the former case, massive vessels must tow turbines the size of the Eiffel Tower back to port for lengthy maintenance procedures. In the latter case, evolving regulations can force expensive upgrades. Either way, customers bear the costs.<\/p>\n<p>Carbon removal is no different.<\/p>\n<p>Ongoing operational costs can (and often do) unexpectedly increase, and MRV is a major line item among those costs. For some of the open-system methods, like enhanced rock weathering and ocean alkalinity enhancement, we may someday have a scalable solution to measure CO<sub>2<\/sub>-capture at a relatively low cost. Or perhaps we\u2019ll accept some sort of uncertainty range and simply sell the number of credits corresponding with the lower bound of that range to prevent over-crediting. Let\u2019s say, for example, that we can eliminate enough OPEX and overhead costs in an ERW project for the agricultural benefits to make the project economically viable in its own right. All of a sudden, carbon credits are unnecessary, and the project is by definition not additional. Under our conventional thinking around CDR, this would not be a good thing, because it would no longer be true carbon removal at all. It would simply be the status quo.<\/p>\n<p>But who cares that nobody can take credit for the project? Negative emissions are negative emissions, and that\u2019s really all we should be going for. Just as developers of new technologies should celebrate when their innovations become boring, we should celebrate when carbon removal becomes non-additional\u2026 and is therefore not \u201ccarbon removal\u201d at all.<\/p>\n<h4><strong>A basic thought experiment<\/strong><\/h4>\n<p>This might be an unpopular question, but I\u2019ll ask it anyway. When entities that verify removals, certify credits, or facilitate transactions make up such a large portion of the carbon removal ecosystem, are we even aiming for the right goal? Or better yet: Are we even playing the right game?<\/p>\n<p>An economy-wide crash, or at the very least a dip, is at this point more a question of \u201cwhen\u201d than \u201cif.\u201d The AI bubble buoying the tech companies (who buy virtually 100 percent of carbon removal credits) will eventually pop, profits will fall, and expenses will have to fall with them. I\u2019d like to say this is just the devil on my shoulder speaking, but it\u2019s not. And when this crash (or dip) happens, will CDR buyers continue to buy? Will they still pay a premium for the permanence and the MRV? I\u2019m no clairvoyant, but I\u2019m pretty confident in my guess.<\/p>\n<p>As crazy as it may seem, the carbon removal ecosystem may do itself a favor by radically rethinking additionality and the associated MRV. This piece is, of course, not comprehensive. It doesn\u2019t detail things like certification, permanence, durability, or leakage, and it doesn\u2019t propose a solution for how we could actually reduce CAPEX to the point at which \u201cside benefits\u201d provide reason enough to invest in a project with negative emissions.
